DHS and NIH decided to put one of the two Level 4 Biodefense Labs in Galveston. Fortunately, the building wasn't quite finished when the hurricane hit.
Anyway, who could have predicted flooding in Galveston, which is on a barrier island? After all, there's never been a legendary Galveston flood, has there?
