Phillip Longman of the New America Foundation makes the case for spending some stimulus bucks on upgrading the capacity of the nation’s rail network to carry freight. He argues that the current plan to spend a ton of money on more roads is an epic mistake.

I’m not competent to judge the underlying facts, but the analysis seems compelling, and Longman writes beautifully. My favorite line:

We need to be funding projects that are not just shovel ready, but shovel worthy.
